Governance Models and Sustainable Land Management: The Case of Commons in Naples

The intervention focused on initiatives and governance models that challenge the traditional ownership paradigm, reflecting on the social function of both public and private property. In Italy, grassroots movements - particularly since the 2011 occupations - have promoted alternative forms of managing common goods, despite the absence of a national legal definition of the term. While some experiences have been regulated through municipal collaboration pacts, others, such as the emblematic case of Naples, have drawn on the legal institution of civic use - a real right of feudal origin - to establish urban civic uses. These practices exemplify community-based management and participatory urban regeneration.
