PROJETS 2025 - LA MAISON DES SCIENCES DE L’HOMME PARIS. GÉRER LE VIDE URBAIN EN CONTEXTE DE FINANCIARISATION. PARIS, NAPLES, REGARDS CROISÉS

This project explores urban vacancy management in two metropolitan contexts marked by different trajectories of real estate financialization: Paris and Naples. While the Paris region is currently experiencing a record number of empty offices held by investment funds (5 million m²), and with the objective of ZAN by 2050, a new “urban recycling” market is emerging, supported by public players and financialized real estate actors, which risks increasing property price inflation. In Naples, where pressure on land is less intense, many vacant buildings have acquired the legal status of “commons”, enabling local communities to use these spaces for social, political and/or cultural purposes. However, this city is no less affected by the dynamics of urban financialization, which can jeopardize the durability of this status. Through these two cases, the project proposes to reflect on innovative legal mechanisms for changing urban uses, in the service of social and climate justice.
