The paper examines how different types of government expernditure can affect economic growth. It develops a formal model in which government expenditure can affect productivity and generate distributional effects that influnce the rate of growth of the economy. The model allows the elaboration of complex dynamic analysis in which poverty traps and hysteresis can be found.
