The seminar addresses the issue of school networks in England and Italy. First, the conditions for governance through partnership, that is the main traits of the regulated environment in which schools partnerships work, as well as the policies promoting schools partnerships are analyzed in both countries, with a focus on the tensions embedded in and produced by them as well as on the asymmetrical privileging of outcomes and positions over others. The exploration of practices of networking and partnership in the two countries is the second focus of the seminar, shedding light on the complex interaction between structural constraints and resources, discursive frames and the creativity inherent in the agency of the actors who engage with these policies.
