The paper aims to discuss and analyze C.I. 4.63.4. This constitution, attributed to Honorius and Theodosius II (a. 408/409) and addressed to the praefectus praetorio Orientis Anthemius, implements an agreement, signed between Romans and Persians, about commercial relations between the two powers. The provision is addressed to both Roman and Persian mercatores, who could legitimately carry out their activity only in the agreed places (Nisibis, Callinicum and Artaxata).
