Until recently, the planning and organisation or urban spaces, buildings and services has little if at all considered the “unexpected subject” with no attention paid to the needs of the elderly or those with physical disabilities. Recently however, there has been a positive movement to reverse this which, as well as ensuring new projects meet certain standards, aims to correct the mistakes of the past. In this paper, we reflect on this change and its effect on urban planning and the legal implications for those service users it most affects, by discussing a project of tactile urban maps, developed by the University of Naples Federico II.
