Every November 23rd brings back the memory of Irpinia’s devastating 1980 earthquake. Postearthquake outcomes led to a gray, architecturally and structurally poor, shapeless constructions deprived of any green and service spaces, which has caused social inclusion difficulties. The disorganised political scenario and violations of programs and urban development plans, have led to a condition of urban and, consequently, social and human decay. In the current state, it is necessary to intervene on this building heritage, revaluing the principles of the living together, while enhancing the correct integration with the reference to the urban system, both from the construction-territorial and economic-social point of view, taking into account the needs of the user and the renewed concept of public housing which has been replaced by social housing. The D. O. S., has restored the project idea of an urban system in evolution which, from the historical center, connects with the neighbouring areas, connecting the city fabric in a perspective of territorial harmony. Also, following this approach, is the development plan by the PIU Europe for the Casacelle area which is transformed from degraded hamlet to a coherent and intrinsic part of the urban system. In the Casacelle area, there is a settlement characterised by the so-called "heavy prefabricated buildings", built to overcome the earthquake emergency, which shows a very advanced state of structural and housing degradation, causing the failed integration with the city and a high crime rate. This contribution describes the project developed for urban construction and social redevelopment, carried out by the replacement of prefabricated buildings with new concrete buildings, which have high construction and technology standards, in coherence with the sector laws and the needs of energy control. The planned structures will be able to accommodate the same families currently domiciled by the effect of a construction process which allows for their residence during the construction stage. The project is completed by a proposed area devolved to businesses, social and service spaces and, externally, by connections to the municipal area which has sports and environmental spaces, also through the implementation of a road connection system.
