Between 1900 and 1910, when large numbers of workers left Italy for America, mass emigration became a central element of Italian public discourse. Using the city of Naples as a case study, this chapter examines some of the profiles of Italian legal culture involved in the emigration debate and highlights the multiple connections between law and society: people, institutions, and power structures.
