However, digital policies struggle to keep pace with innovation driven by the private sector. This article examines a series of AI implementations in the Italian public sector, highlighting their impact on the policy cycle. The concept of policy capacity helps to understand the challenges and opportunities of current innovation pathways, showing how ‘administering with AI' requires a paradigm shift in the set of skills and resources of Public administration.
