In many developing countries the growth of ICT sector is a remarkable phenomenon. Such growth is influenced by a huge variety of economic, institutional and environmental factors. In this context, forms of partnerships between local firms and multinational companies can play a key role in fostering the development of the ICT sector. This paper present a study of the state of the art of the ICT sector in North Africa and is part of a larger research project commissioned by the World Bank. In particular, in this paper an in depth study of the situation in Morocco is presented. By using several case studies, it investigates the value of the different models of partnership that have been created in the ICT service sector.
