This paper presents an index to measure the relative diffusion of e-services in 31 European countries between 2008 and 2012 from a user perspective. This index is calculated by implementing Data Envelopment Analysis, a non-parametric approach useful to measure technical efficiency of production units. Four groups of countries can be identified as to the progress of e-Commerce and e-Government services: Pacing countries, Chasing countries, Waiting countries, Snail countries.
