Article. 114, c.3 of the Constitution establishes the special regulation for Rome the Capital city which cannot be neglected, as did the Law 7 April 2015, n. 56, which confused the Capital city with any Metropolitan City. The State should even be involved in the exercise of the specific functions attributed to it (art. 4 of Legislative Decree no. 61 of 18 April 2012).
