The “framework law” which, according to the doctrine, is supposed to fill the gaps left by Article 116(3) of the Constitution, has taken on the features of an “atypical constitutional convention” in the political process, potentially capable of shaping a differentiated regionalism within coordinates compatible with the principles of unity and inter-territorial solidarity. Under this premise, this paper offers an analysis of the essential features of the various drafts and bills that have been proposed so far for framework laws of the government initiative, with the main focus on the latest so-called “Calderoli” draft.
