The prevention of cultural heritage risk also includes the fight against illicit trafficking and the destruction of cultural property. The monitoring and the recovery of stolen cultural goods, illegally removed from the territory of a State or at risk of decay and destruction are in accordante whit the 1964 Venice Charter for which the context and authenticity of the cultural goods are fondamental principles to be inspired in terms of restoration and conservation. The illicit trafficking that occupies the world’s second largest crime market, have an impact on the application of the Venice Charter, especially when it changes the context of a monument or a site such as to make it no longer recognizable in its characteristics that represent a testimony of civilization. It is, therefore, useful to also analyze this issue as well and to develop an activity of reconnaissance, monitoring and finally conservation.
