Legislative Decree no. 36/2023 implemented modifications to the regulatory framework. This paper deals with the evolution of public debate. From the origins of participation in environmental matters in international conventions, to the French model that inspired our legal system, to the current discipline and its many problematic aspects, with a particular emphasis on the potential of participatory tools in the public works sector
